December 16, 1999

Arkansas State University Staff Senate met on December 16, 1999 at 9:00 a.m. in the Reng Center Alumni Lounge.

The Senators present were as follows:

I.  Call to order:  The meeting was called to order by President Tammy Fowler at 9:02 a.m.

II.  Minutes:  The minutes from the November 18, 1999 meeting were reviewed and approved as read.  Motion:  Senator Meyer/Second:  President Fowler

III.  Treasurer's Report:  Treasurer Jackie McDaniel reported budget balance as of the last meeting to have been $814.71.  The following items were paid in November: General Assembly (food) $180.55; Tailgate (10-16-99) $31.84; Brochures $271.27; Fringe benefits fair $65.93; Car mileage $80.00.  A credit was received from the President's Office for the retreat $100.00.  Also, we received income for the sale of T-shirts $94.00.  Thus leaving a December 31st balance of $379.12. Motion:  Senator Phillips/Second:  Senator Hurt

IV.  Wellness Program:    Dr. Jim Farris spoke to the senate regarding the implementation of a more involved Wellness Program on campus.  Dr. Farris discussed the possibilities of reducing our health coverage costs by increasing our involvement in a Wellness Program.  Staff interest in such a program will be obtained by the senators and reported back at January meeting.

V.    Awards Committee:    A committee will be established in January to begin the nomination process.  Beth Smith will chair the committee with the help of one employee from each EEO category.  The nominations will be requested in March, with the actual ceremony taking place in June.

VI.     Structure for Change:    President-Elect Carol Barnhill spoke to the senate about the purpose behind the "Structure for Change" focus group.  This group is reviewing the "Shared Governance" process.  Is it working?  Change, should there be any?.  President-elect Barnhill stated this would be a long process.  Staff members will be involved in the process.

VII.   Parking Decals:       Gary Bolin, chair of the Traffic and Parking Committee is out on vacation until the first of the year.  President-elect Barnhill will provide an update during our January meeting after a discussion with Mr. Bolin.

VIII.    Transfer Scholarship Policies:    Approved to submit to the Shared Governance Committee as read.  Motion: President-Elect Barnhill/Second: Senator Southard

IX.    Child Care Survey:    President Fowler will update at the January meeting.

X.    Next Meeting :     January 20, 2000 at 2:00 p.m. in the Reng Center - Alumni Lounge.

XI.    Adjournment:    The meeting was adjourned by President Fowler at 10:20 a.m..   Motion: Senator Hurt/Second: Meyer.
