Arkansas State University Staff Senate met on Thursday, February 15, at 9:00 a.m. in the Library Board Room. The following senators were present:

I. Call to Order: The meeting was called to order by President Carol
Barnhill at 9:05 a.m.
II. Minutes: The January 18th minutes were approved.
III. Treasurer's Report: Past President Tammy Fowler reported that we have
the following balances:
The "Regular Account" has a balance of $1157.60.
The "Santa's Tribe Account" has a balance of $752.08 after expense of $152.97.
The "Cookbook Account" has a balance of $606.97. This is profit on the books and all future cookbook sales will be profit.
IV. Committee Reports:
Child Care: Senator Tammy Fowler will be distributing to all staff members
a draft copy of child care options for a possible RFP. Any changes, suggestions, or omissions should be submitted to Senator Fowler by Friday,
February 23.
Professional Sabbatical Leave: Senator Russ Hannah and his committee distributed a draft copy of the Position Paper on Professional Sabbatical
Leave. He asked for suggestions from the senators. Tabled until next meeting.
May Picnic: No report
Election: Senator Hope Phillips announced that ballots will be distributed
on February 23. Open positions are: Professional Non-Faculty (2); Executive/Managerial (1); Secretarial/Clerical (1). Orientation for new
senators will probably be second week in April.
Calendar: Senator Deanna Barton distributed copies of updated calendars.
Drug Testing: Starr Fenner, Director of Environmental Health and Safety,
presented a film entitled "Drugs at Work". Senator Doug Mathis and his committee distributed a draft memo in reference to Drug Free Workplace.
Form Number DA-6 Reasonable Suspicion Recording form which is currently being used by some departments on campus was also distributed. A lengthy
discussion concerning drug testing was conducted. Senator Hope Phillips made a motion and seconded by Senator Deanna Barton to table this issue
until the next meeting.
V. New Business:
Fish Fry: Senator Doug Mathis indicated that in the past few years Physical Plant has held a Fish Fry to provide an endowment for
scholarships. They are proposing the idea of dropping this endeavor. Senator Mathis suggested the idea that Staff Senate might want to pickup
and continue the project as a fund raiser. He also indicated that it is possible Athletic Department is considering using group workers (such as
Staff Senate) at the athletic events. Funds from the salaries earned would be deposited in the Staff Senate account. This discussion was tabled until
the next meeting.
VI. President Barnhill announced that UPC will meet on February 19 and
March 9, 2001. There will be a Board Meeting on the Beebe campus the 23rd of February.
VII. Next Meeting - The next meeting is scheduled on Thursday, March 15, at
9:00 a.m. in the Library Board Room.
